Once they were done choosing the others who would go on the expedition they were finally aloud to leave

(Water Saints are people blessed by the water spirit who are tested and trained from a young age. They are deployed to keep the military hydrated during marches and are forced to exhaust their mana constantly refilling reservoirs to maintain the capital's water supply)
