In the early centuries of the Common Era, constitutional systems across many lands remained wild and unformed. A few regions had already established clear laws, yet the majority were still ruled by local elders—leaders who rose through a law of the wilderness: the strongest became rulers, the wisest became chiefs. Elsewhere, power belonged to nobles whose bloodlines were regarded as sacred.

The continents of that age had not yet been neatly divided into nations. Many territories were still independent city-states, some had only begun to grow into small kingdoms, and others existed with no formal structure of governance at all. In this unstable world, the seeds of constitutional revolution first took root.
